Use only D, F#, A, and C notes. Play them on the '&' of beats 1, 2, 3, and 4 (all off-beats) for one measure, then land on beat 1 of the next measure. Create a 2-bar pattern and loop it. Practice at 95 BPM.
Tip: Syncopation creates tension that resolves when you finally hit the downbeat. Build the tension, then release it.
